WCAG 3.0の更新（2026年3月版）
アクセシビリティ・エンジニア 中村（直）WCAG 3.0のWorking Draft（作業草案）が2026年3月3日付けで更新されました（W3C WAI News）。また、特にアナウンスされていませんが、Explainer for W3C Accessibility Guidelines (WCAG) 3.0も同日に更新されています。Change logのセクションでは今回の更新の日付が言及されていないという異常ともいえる状態ですが、WCAG 3 Introductionの「March 2026 updates」セクションにはそれっぽいことが記載されています。その内容を転載しておきます。
Changes in these drafts include:
- "Foundational Requirements" renamed "Core Requirements"
- "Outcomes" changed to "Requirements", and "Guidelines" are written as outcome statements
- Best practices section in the Explainer
- Conformance section in the Explainer
- Conformance section in the WCAG 3 Draft
- Updated draft guidelines, requirements, and assertions in the WCAG 3 draft
Conformance（適合）のセクションが大幅に更新され、Bronze、Silver、Goldという3つの適合レベルが帰ってきたことがもっとも大きな目玉でしょうか。Bronzeを満たすためには、
For Bronze conformance (the minimum level of conformance), all of the pages/views and processes within the conformance scope MUST satisfy all the core requirements and some portion (to be determined) of the supplemental requirements and assertions within each functional performance statement.
とあって、これはざっくりいうと、
- foundational requirements改めcore requirements（コア要件）の全部
- supplemental requirements（補足要件）の一部
- functional performance statement内のassertions（アサーション）の一部
を満たす必要あるということになりました。コア要件の全部を満たしても最低限の適合レベルに到達しないというのは仕様としてどうなんでしょうと個人的には思いますが。
なお、functional performance statementという新しい概念が導入されているわけですが、詳しい説明がなされていないので冒頭の段落を引用するのに留めておきます。
Each core requirement, supplemental requirement, and assertion will be tagged with one or more of the expanded functional performance statements below. The statements are intended to describe the functional performance of ICT enabling people to locate, identify, and operate ICT functions, and to access the information provided, regardless of physical, cognitive or sensory abilities.
訳すとこんな感じでしょうか。
各コア要件、補足要件、およびアサーションには、（下記の）拡張された機能遂行ステートメント（functional performance statements）のうち1つ以上が付与されます。これらのステートメントは、身体的、認知的、または感覚的な能力に関わらず、人々がICT機能を見つけ、識別し、操作し、提供される情報にアクセスできるようにするICTの機能遂行を説明することを目的としています。
最後に、今回の草案からは、EditorにMakoto Ueki (Invited Expert)の名前が見えました。日本人Editorとしての植木氏の活躍を個人的に見守りたいと思います。
